MARDI GRAS MONSOON TIME?

A little too hasty? The race was on to open the strip joints and watering holes, while most of the city is still in ruins and lacking over half its former population. Now the weather's not helping today (though more people may keep their clothes on in public in the French Quarter. And this weather mess comes on the heels of Chertoff's comments that the region isn't prepared for the next hurricane season (which begins June 1st).
